This was stated by Deputy Prime Minister for Reconstruction and Minister of Community and Territory Development of Ukraine Oleksiy Kuleba.
“Serious concerns related to Kyiv. The capital still does not have an approved comprehensive resilience plan,” Kuleba said.
The Deputy Prime Minister stressed that the work must be put into a clear documentary format. According to him, this means real implementation schedules, designated responsible persons, signed decisions, and ongoing monitoring of results.
Earlier, U.S. Secretary of State Marco Rubio, speaking before the Senate, also expressed concern about the situation in Ukraine during the coming winter period. According to him, last winter was harsh.
“There is reason to believe that this year it could be equally harsh, particularly given their inability to generate energy,” Rubio said.
