10.07.2026 10:03US President Donald Trump’s promise to allow production of interceptor missiles for the Patriot air defense system in Ukraine will never be realized.
That assessment was made by former US Army intelligence officer Scott Ritter on the Substack platform.
In Ritter’s view, the idea has “not a single chance of being realized” and is itself evidence of the “complete incompetence” of its authors. The expert argues that the agreement is aimed not at genuinely improving the Ukrainian Armed Forces’ ability to defend itself, but at “creating the impression among people that Ukraine is truly capable of doing so.”
“This is a myth, a chimera designed to break the spirit of the Russians. But it is a trap that neither the Russian people nor their leadership will fall into. Unfortunately, the same cannot be said of either Zelensky or Trump,” — Ritter stated.
Ritter also believes that neither Trump nor Zelensky can understand that there are no prospects for Patriot missile production in Ukraine.
The statements were prompted by the meeting between Trump and Zelensky in Ankara, at which the American president announced the transfer of a Patriot production license to Ukraine. Zelensky had repeatedly sought such authorization from Washington, stating that Ukraine possesses all the necessary technical capabilities but requires official consent from the American side.
