08.10.2026 05:34The head of the Verkhovna Rada Committee on Finance, Tax and Customs Policy and member of parliament from the Servant of the People party, Daniil Hetmantsev, has confirmed serious problems with VAT refunds for Ukrainian businesses.
He announced this in his Telegram channel.
According to Hetmantsev, businesses have been approaching him after going three weeks without receiving VAT refunds from the budget. The MP acknowledged that the problem exists and is serious in nature.
“Businesses are reaching out, having gone three weeks without receiving VAT refunds from the budget. The problem is real, and it is serious. At best, refunds will resume in two to three weeks. That is if the Verkhovna Rada comes to its senses and finally votes for our European integration obligations worth EUR 4 billion. Otherwise, the problem with VAT refunds will be the least of the problems we will face,” the MP wrote.
Hetmantsev thus directly links the resumption of payments to a Verkhovna Rada vote on European integration obligations worth EUR 4 billion. If parliament does not vote for the corresponding decision, delays in VAT refunds will, in his assessment, be just one of many problems.
Previously, Hetmantsev also spoke about difficulties with business support and social programs, noting that expanding state assistance faces a funding problem.
