09.07.2025 - 12:49A new bill (No. 13347) has been introduced in the Verkhovna Rada proposing that military service become a mandatory requirement for employment in public service or the prosecutor’s office. The Parliamentary Committee on National Security, Defense, and Intelligence has already approved the proposal.
This was reported by the Judicial-Legal Newspaper.
The bill will now move to a vote in the session hall.
Under current law, men of conscription age must have either completed military service or basic military training to qualify for civil service positions. The new proposal would remove the basic training option, requiring only full military service. Moreover, for positions in the prosecutor’s office, this requirement would also apply to women.
However, the National Agency for Civil Service (NACS) has not supported the bill.
“The proposed changes could narrow the pool of eligible candidates and reduce the overall quality of recruitment for civil service roles. Given this, we consider the changes outlined in the bill to be impractical,” said NACS head Nataliia Aliushyna in her official conclusion.
Earlier reports noted that Ukrainians aged 18–25 who sign a “youth contract” with the Armed Forces can still be mobilized again under general rules after completing their initial term of service.
