20.07.2026 11:31According to data from the Pension Fund of Ukraine as of July 1, 2026, the largest group of pensioners in the country consists of people receiving between 3,001 and 4,000 hryvnias (€59 to €78) per month — numbering 2.4 million people, or 24% of all recipients.
The average pension in Ukraine as of July 1, 2026, stood at 7,272.68 hryvnias. Over the year, this figure grew by more than 860 hryvnias: as of July 1, 2025, the average pension was 6,410.17 hryvnias.
The total number of pensioners in the country is 9,976,619, which is 283,000 fewer than a year earlier. The highest average pension was recorded in Kyiv — 9,901.43 hryvnias — and the lowest in Ternopil Oblast — 5,656.53 hryvnias.
In second place by size of group are pensioners receiving between 4,001 and 5,000 hryvnias: 1.7 million people (17.2%). Pensions of between 5,001 and 6,000 hryvnias are received by 1.5 million pensioners (14.9%).
The share of Ukrainians receiving pensions of between 5,001 and 10,000 hryvnias grew the most over the year. While last year 29% of pensioners (2.98 million people) received such payments, the figure now stands at 36.5% of recipients (3.6 million people). The number of pensioners receiving more than 10,000 hryvnias also increased: as of July 1, 2026, 1.9 million people (18.8%) fall into this category, compared with 1.5 million (14.8%) a year earlier.
The number of Ukrainians with the lowest pensions has decreased. A total of 335,800 people (3.4%) receive up to 3,000 hryvnias, whereas as of July 1, 2025, there were 380,611 such people (3.7%).
The government is proposing to completely overhaul the pension calculation system, abandoning the existing formulas. According to Andriy Zablovskyy, economist and head of the secretariat of the Entrepreneurs’ Council under the Cabinet of Ministers, those who currently receive between 3,406 hryvnias and around €68 per month stand to gain the most in percentage terms: their payments are planned to be brought up to a guaranteed base level — either 6,000 hryvnias, as proposed by the government, or 7,300 hryvnias if the Verkhovna Rada’s version is supported.
Minister of Social Policy Denys Ulyutin announced that the first stage of the future pension reform will be the introduction of a basic payment upon reaching a certain age. According to him, the key objective of this mechanism is to reduce the level of poverty among elderly people who, due to low earnings throughout their working lives, currently receive pensions that do not cover even their basic needs.
