17.12.2025 14:29In the Odesa region, after strikes on energy facilities that have left the area without electricity and other utilities for the fifth day, a state-level emergency has been declared.
This decision was made at a meeting of the Commission on Technogenic and Environmental Safety and Emergency Situations of the Odesa Regional Military Administration.
This was reported on Telegram by the head of the Odesa Regional Military Administration, Oleh Kiper.
The basis for declaring the state of emergency was the prolonged—more than three days—disruption of normal living conditions for more than 50,000 residents of the region.
In a separate decision, the commission instructed the heads of military administrations, community leaders, and the National Police to carry out preventive and explanatory work with business owners regarding the need to minimize the use of illumination and decorative lighting, in order to save electricity for the population and critical infrastructure facilities.
In addition, a decision was made to allocate additional reserve fund resources to local communities to replenish fuel and lubricants stocks.
Kiper also reported that over the past four days, energy workers have restored the ability to supply power to 583,700 households in the Odesa region. Moreover, all critical infrastructure is fully powered.
Due to extensive damage to the energy system, it is impossible to connect all customers at once. Another 32,300 consumers remain without power.
As a reminder, Odesa was subjected to massive strikes on energy facilities over the weekend. According to experts, this was the most massive raid of the entire war.
