February 7, 2024After the Verkhovna Rada of Ukraine passed the draft law on mobilization in the first reading, it may take about two months before it comes into force.
Here are the following stages the document will go through:
- Consideration of amendments: If deputies vote to shorten the time for amendments, they will be given seven days. If not, then two weeks will be allocated.
- Next, the committee will have to consider the amendments. Considering that there will likely be many, it is unlikely that the second reading will take place before the end of February.
- The second reading may also take several days as the bill goes through all the amendments.
- In case of successful voting in the second reading, deputies who disagree with the bill can introduce a blocking resolution. Another vote will be required to overcome it, and the speaker can then sign the document.
- Following this, the President of Ukraine, Volodymyr Zelensky, will sign and publish the document. Taking into account the schedule described above, this is expected to happen in the first half of March.
- However, even after this, there will be a month before the law comes into force (this provision is stipulated in the final provisions of the draft law).
Thus, under the most realistic scenario, the law will come into effect in April.
