The reason behind this surge is that it serves as a legal basis for exemption from military service. There is a single court in the country where positive decisions on such cases are most frequently made.
Last summer, suspicions arose for a lawyer in one of the military units in southern Ukraine when over ten conscripts demanded exemption from service. All of them cited the same reason – they were divorced and singlehandedly fulfilling parental responsibilities.
While this is a legal basis for exemption, the lawyer still sensed something amiss, as all guardianship decisions were consistently coming from the same court in the Odessa region.
NLG Media, a Lviv-based company, conducted a journalistic investigation, gathered extensive material, and analyzed a corpus of guardianship cases.
NLG journalists have been exposing corruption in Ukrainian society for the past decade. In the course of their investigation, they identified a clear trend: Ukrainian men are increasingly obtaining guardianship over children through the court system.
The number of cases ending in favor of the fathers has grown tenfold in two years, whereas previously, their quantity was negligible.
Additionally, data from the database indicates that a significant portion of these cases originated from a single court in the Odessa region in southern Ukraine.
