December 11, 2024A man attempting to leave Ukraine disguised as a deaf-mute was detained on his way to the Ukrainian border.
This was reported on the official website of the State Border Guard Service of Ukraine.
Near the border with Moldova, border guards from the Mohyliv-Podilskyi detachment, in collaboration with the National Police, stopped a car at a checkpoint for inspection. The car was driven by a 37-year-old resident of the Dnipropetrovsk region, accompanied by a 25-year-old male passenger from the same region. The passenger presented documents identifying him as a person with hearing and speech impairments, classified as a second-degree disability.
Further inspection revealed that the medical certificates showed signs of forgery: the photographs lacked official stamps, and the seals did not match approved samples.
Ultimately, the man’s phone contained voice messages that confirmed his ability to speak, undermining his attempt to feign a speech disability. Following this discovery, the “deaf-mute” admitted that he had planned to cross the border illegally using forged documents.
It was found that the female driver had organized a “full service package” for the man for €3,500, which included the production of forged documents and transportation of the “disabled” individual to the checkpoint.
During a search of the Volkswagen car, law enforcement discovered seals, clichés, and blank forms bearing stamps from a territorial recruitment and social support center in one of the regions. These were filled out in the names of other men of conscription age.
“The 25-year-old Ukrainian was charged with administrative responsibility under Article 204-1 of the Code of Administrative Offenses, ‘Illegal crossing or attempt to illegally cross the state border of Ukraine.’ Under the procedural guidance of the Mohyliv-Podilskyi District Prosecutor’s Office, the driver was notified of suspicion of committing a crime under Part 3 of Article 332 of the Criminal Code, ‘Illegal transportation of persons across the state border,’” the Border Guard Service reported.
