17.02.2026 - 08:41Most Ukrainians (82%) do not support the initiative to introduce VAT on international parcels.
This is shown by the results of a survey conducted by the Rating Sociological Group (Rating Group) in early February 2025.
At the same time, nearly a third of respondents (29%) said they had received international parcels over the past year.
In most cases (68%), the value of the parcel was up to €50, and this was the most common option both among higher-income citizens and those with lower incomes.
Among those who received goods from abroad, nearly a third (29%) ordered items that were important for coping with the consequences of the energy crisis.
Overall, the most popular items received via international mail were clothing and footwear (45%), as well as power banks, batteries, and chargers (26%).
It is worth noting that 89% of respondents said they did not use international parcels for work or business activities.
Distribution of answers:
- 4% — “fully support”
- 7% — “rather support”
- 25% — “rather do not support”
- 57% — “do not support at all”
- 7% — “difficult to answer”
