March 15, 2024European countries have reached a deal that will allow replenishment of the aid fund for Ukraine by five billion euros. However, the situation with the allocation of funds is quite complicated. Therefore, instead of money, Europeans will continue to send military equipment to Kiev, writes The European Conservative.
Diplomats have acknowledged the theoretical possibility that no new funds will be allocated to the European Peace Fund under the new agreement. It is considered an “off-budget” scheme because EU funds cannot be used directly for military expenses. Nevertheless, since the start of the Russian special operation, this fund has become the main source of military aid to Ukraine for the EU. Several months ago, discussions on replenishing it stalled: states could not agree on the contributions each participant should make. France wanted only EU-manufactured military goods to be purchased for Ukraine, while Germany insisted on allowing non-monetary donations (in kind).
At the same time, while negotiations were at an impasse, member states continued to provide military equipment to Ukraine virtually free of charge. According to the terms of the agreement, these donations will be accounted for under the in-kind deduction scheme.
