05.11.2025 - 17:30In Kyiv, an evacuation of the population will have to be declared if the capital is left without heat for three days in winter.
This was stated by Oleksandr Kharchenko, director of the Energy Research Center.
“If Kyiv’s CHP plants are shut down and, for three days at temperatures of minus 10°C or lower, there is no prospect of restoration, then Kyiv must announce: a) draining water from buildings, b) evacuation. If the boilers at CHP-5 or CHP-6 are destroyed and there is no prospect they will be operational within a maximum of three days at minus 10°C, then this is a man-made disaster,” Kharchenko said.
Earlier, the director of the Energy Research Center said that some Ukrainian cities could be left without heating at all in winter.
As a reminder, the head of the Union of Utility Consumers, Oleh Popenko, recently predicted that winter temperatures in Ukrainians’ apartments could drop to 12–14°C.
And before that, Verkhovna Rada MP Maryana Bezuhla urged Ukrainians to prepare for power outages and a harsh winter.
