Earlier, Ukraine had considered exempting high-income workers from mobilization. Authorities discussed adding an additional criterion based on the volume of personal income taxes paid from official salaries or income. Four sources from two parliamentary factions and a consultant from the President’s Office anonymously confirmed this idea to Forbes.
One source revealed details from a December 28 meeting in the Ministry of Digital Transformation. The discussed threshold for automatic exemption would require individuals to pay a minimum monthly personal income tax of 6,000 hryvnias, aligning with a gross salary of approximately 33,400 hryvnias (26,900 hryvnias net, as employees also contribute a 1.5% military tax). Employers would also need to contribute 22% of the gross salary as a unified social tax.
