The population of Velyka Oleksandrivka, where the construction is planned, was 6,500 people as of 2020. Now, with the front line having shifted twice across the Kherson region, the population is evidently smaller. Continuous shelling and war have further intensified the population outflow.

Moreover, it’s not entirely clear why fund new construction if a random shelling could destroy all the expenses. Social media users are convinced that this sets up a corrupt scheme. Money will be allocated for construction only on paper, but in reality, they won’t be spent anywhere.
