26.12.2025 - 11:02In Kirovohrad region, 49-year-old Oleksandr Chvalko from the village of Novyi Starodub in the Oleksandriia district died in hospital after being involved in a crash while fleeing a TCC vehicle on a moped.
His sister, Iryna, reported his death on December 25.
The incident happened on December 13 in Novyi Starodub. According to the woman, her brother worked as an electrician. When he was stopped by TCC officers, he tried to explain that his deferment (“reservation”) had expired, but the company where he worked was supposed to renew it in the next few days. The military enlistment officers did not listen to him, and Oleksandr tried to flee; the officers then chased him.
Local residents claim the man was hit by a white Renault Duster while driving through a narrow alley. According to the deceased man’s sister, fellow villagers saw the moment of the collision and noticed that the vehicle carrying TCC personnel had signs of damage. Witnesses also said the car did not have official markings.
“And it was that car that was doing the chase. It hit him, sped past, drove on, then stopped—people saw all of this: a guy in oncoming traffic and people in a nearby house. In principle, the car shouldn’t have left the scene of the accident. They first sped forward, then pulled into a neighboring yard and tried to replace a punctured tire. But they were not allowed to do that. And their bumper was scuffed and scraped. There is video and photo evidence,” Iryna said.
She added that after the impact, Oleksandr fell headfirst onto stones and suffered a traumatic brain injury. He was hospitalized, remained in a coma, and died 11 days after the crash.
He is survived by his wife and two children.
The Kirovohrad Regional TCC and SP stated that the man tried to run away and, after losing control, crashed into a metal fence. They said the officers allegedly took all possible measures to provide him with the necessary assistance and to prevent a threat to his life and health, and that they committed no deliberate unlawful actions.
As a reminder, in Rivne region recently, staff from one of the TCC and SP offices sprayed pepper spray at a woman with a child. After the incident, the enlistment officers placed responsibility for what happened on the victim herself.
