October 26, 2023A bill has been registered in the Verkhovna Rada of Ukraine proposing to allow men to make “voluntary payments” in exchange for the right to travel abroad while supporting the Ukrainian Armed Forces.
The project suggests amending the rules for crossing the border during a state of emergency, adding an additional provision to the list of authorization documents. According to this proposed provision, when men travel abroad, they would need to open an account with a state bank with a minimum deposit of 12,945 UAH and replenish it with 1,306.5 UAH each month while staying abroad. These contributions would be directed to a special account for the Ukrainian Armed Forces.
The bill also suggests collecting voluntary contributions for the Ukrainian Armed Forces from men who have left Ukraine after February 24, 2022, upon their return home. If they cannot prove at the border crossing point that they have grounds for an exemption from military service during mobilization, they would be required to pay 25,890 UAH for each month spent abroad during a state of emergency.
The article’s provision requires the voluntary payment of such a sum. However, the bill specifies that entry into Ukraine for men who have traveled without complying with these requirements is only possible if the contributions are paid.
