26.10.2026 10:32Ukraine and European countries have agreed to put broad arrangements on post-war European security architecture on the agenda of upcoming talks in the UAE capital Abu Dhabi.
This was reported by The Telegraph, citing diplomatic sources.
According to the newspaper, the proposal was conveyed to Kremlin chief Vladimir Putin by US special envoy Steve Witkoff during a three-hour meeting in St. Petersburg last week. This was one of the reasons the Russian president agreed to resume talks with Ukraine — along with the easing of sanctions on Russian diesel.
The newspaper’s diplomatic sources believe Russia is seeking to reduce NATO’s presence in Eastern Europe and “may demand” that the Alliance return to its 1997 levels — before the eastward expansion began. Russia itself has not confirmed any such demands as conditions for the talks. European sources, for their part, told The Telegraph that they would not agree to a reduction of NATO’s military presence in Eastern Europe.
The topic of European security architecture has come up before. Putin’s aide Ushakov stated that achieving a peace agreement requires negotiations not only with Ukraine but with all of Europe. Putin himself has also said that the November talks would focus on precisely this topic.
Meanwhile, Ukrainian President Zelensky said on the eve of the talks that they would be devoted to an energy and maritime ceasefire. The Telegraph’s report does not confirm this.
The outlet reported on the current state of the Ukraine negotiations in a separate article.
