25.11.2025 - 12:31The chairs of the foreign affairs committees of 20 European parliaments have issued a joint warning, stating that no peace which rewards Russian aggression can be acceptable for Europe.
The statement notes that the way the Russo-Ukrainian war ends will determine Europe’s security for decades to come, as it concerns the fundamental and existential interests of all states on the continent. The signatories stressed that peace must be just and sustainable, based on international law and providing for full respect for Ukraine’s territorial integrity and sovereignty.
The parliamentarians stated that such a peace cannot be achieved through concessions, as that would only encourage Russia to take further action.
“Nothing about Ukraine can be decided without Ukraine, and nothing about Europe — without Europe,” the statement emphasizes.
It is also noted that genuine negotiations cannot begin with demands that Ukraine agree in advance to Russian terms.

The authors paid special attention to the issue of security. They stated that security guarantees for Ukraine under any potential agreement must be legally binding and backed by the deployment of deterrent forces and capabilities able to prevent new aggression. Any limitations on Ukraine regarding the size of its army or its foreign policy were described as unacceptable. At the same time, Russia must at a minimum withdraw its troops from all occupied territories and cooperate with international institutions in investigating war crimes.
The statement underscores that Ukraine’s sovereignty, its right to choose its allies freely, and holding the aggressor accountable are red lines that Europe cannot and will not cross.
It is recalled that on Sunday, November 23, consultations were held in Geneva between the U.S., Ukraine, and Europe with the goal of making the document more favorable for Kyiv.
Following the talks, Ukraine and the U.S. prepared an updated and revised framework peace document and agreed to continue intensive work on joint proposals in the coming days.
