PFU: Independence Day payment will not affect basic social assistance

The Pension Fund of Ukraine has clarified that the one-time cash payment for Independence Day will not affect the amount of basic social assistance for low-income families.

This was reported by RBC-Ukraine, citing a publication by the PFU press service.

Basic social assistance is an experimental project that launched in 2025. At the end of May 2026, the Verkhovna Rada supported the bill on providing such assistance in Ukraine in its first reading.

The amount of basic social assistance is determined as the difference between an established threshold and the average monthly combined income of a family. This is stipulated in clause 21 of Cabinet of Ministers Resolution No. 371 of March 25, 2025, “Certain issues regarding the implementation of the experimental project on providing basic social assistance.”

The average monthly combined income of a family is calculated as the average monthly income of all its members. As the PFU clarified, income received during the three months preceding the month prior to the month of application for assistance is taken into account.

The key provision in this case concerns one-time payments: payments received as a lump sum within a single calendar year are not included in the average monthly combined income of a family. This is precisely why the Independence Day payment will not be counted when calculating basic social assistance.
