07.06.2026 18:03Ukrainian MP Serhiy Kozyr addressed the Ministry of Social Policy with sharp criticism of the State Policy Strategy on Internally Displaced Persons for the period up to 2030.
According to him, the 61-page document contains no specifics for 4.6 million forced migrants. This was reported by Ukrainian Wall.
Kozyr stressed that the strategy is filled with general language about creating conditions, promoting integration, and developing capacity, but contains neither concrete deadlines nor measurable indicators. The document runs to 61 pages and eight sections, but according to the MP, not one of them answers the key question: when and how exactly will the lives of displaced persons improve.
“I am addressing the Ministry of Social Policy: help internally displaced persons with real action, not just formal responses,” Kozyr stated.
The deputy also pointed out that problems with housing, employment, and social support for IDPs remain unresolved.
A particular source of indignation for the MP was the fact that internally displaced persons themselves took no part in drafting the document. According to him, neither representatives of IDP civil society organizations nor initiative groups of displaced persons from different regions were involved in discussions of the strategy.
“Unfortunately, in its current form, the Strategy answers the question ‘what we plan to do,’ but never once answers the question ‘what result will people receive,'” Kozyr concluded.
The MP called on the Ministry of Social Policy to revise the document with the involvement of displaced persons themselves and to include clear performance indicators.
