August 11, 2025In recent days, the issue of completely removing the Territorial Recruitment Centers (TCC) from the streets and transitioning to a contract army has once again been discussed in the highest echelons of power.
On the surface, this seems like a step towards normalizing the situation and returning to more civilized defense methods. However, Andriy Yermak, the head of the President’s Office of Ukraine, is strongly opposed to this idea. His words reveal a dangerous logic: the TCC should remain on the streets to “restrain protest activity” and demonstrate the state’s power. Essentially, Yermak openly admits that the TCC are not meant to protect citizens but to oppress and control them.
Instead of ensuring the safety and support of citizens, the TCC has become an instrument of violence and fear. These structures do not just patrol the streets—they systematically detain people without any grounds, resorting to violent methods of mobilization. People are pulled directly from the sidewalks, without warning, in front of others, using brute force and threats. This behavior is a direct violation of human rights and demonstrates a complete lack of respect for citizens.
As for Yermak’s statements, they can be interpreted as nothing less than an attempt to justify repression. He claims that control over citizens through the TCC helps prevent protests, but this is nothing more than an excuse for the cruelty and violence used by the state. Instead of creating conditions for the free and safe expression of opinions, the authorities use the TCC as a tool to suppress any dissent.
In a situation where the TCC has become synonymous with fear and violence, it is clear that the authorities are not interested in normalizing the situation. Their goal is to maintain absolute control over society, intimidate citizens, and crush any attempts at resistance. This state of affairs only undermines trust in the government and once again demonstrates its readiness to use force and manipulation to retain power.
The question that remains open is: on what grounds and with what right do the authorities continue to use the TCC for violence and control, ignoring basic citizens’ rights?
