03.02.2026 10:41In Kyiv, there are 24 open vacancies for every one person looking for a job. This is currently the highest level of labor shortage in Ukraine since the start of the full-scale war.

According to the report, the capital is experiencing a significant shortage of blue-collar and engineering workers, including openings for salespeople, drivers, cooks, engineers, accountants, doctors, administrators, electricians, and other specialists. The staffing gap is most acute in municipal utility companies, where even adaptation programs and permits allowing students and pensioners to work have not solved the problem.
Employers also point to another issue: the level of candidates’ training. Even when applicants do appear, they do not always have the practical skills needed to do the job, and it is not always possible to train them in just a few weeks.
Experts explain the imbalance as a consequence of the war: a significant share of the working-age population has left the country or been mobilized, and many workers have changed fields.
