Trump: US will trade with Russia and Ukraine after the war ends
26.10.2026 13:05Russian state news agency TASS has calculated that in 2027 Ukraine will spend around €421.7 million per day on its military, if the war with Russia continues.
According to the agency’s estimate, the total for the full year will amount to around €154.2 billion. The calculations are based on reports from Ukraine’s Ministry of Finance and were published on Sunday, October 25.
TASS specified that this figure includes only direct military expenditures: payments to active-duty servicemembers, and procurement of equipment, ammunition, and supplies. Excluded from the calculation are social payments to veterans and the families of fallen soldiers, construction of fortifications outside the Defense Ministry’s remit, and other government expenditures.
According to the agency’s calculations, in 2026 Ukraine’s military spending averaged around €267.5 million per day. Taking into account additional Defense Ministry requests at the end of the year, that figure rises to approximately €329.9 million per day.
What Ukraine’s budget says
The TASS figure significantly exceeds the indicators set out in Ukraine’s draft state budget. On October 3, the Ministry of Finance announced that the government had approved a draft budget for 2027 allocating 4.885 trillion hryvnias, or 43.8% of GDP, to defense and security. That is 517.9 billion hryvnias — around €10.2 billion — more than in the revised plan for 2026. The figure includes 1.79 trillion hryvnias for monetary allowances and 2.30 trillion hryvnias for weapons and military equipment. Afghan outlet Khaama Press estimated the defense appropriations at approximately €98.1 billion. TASS did not explain in detail how it arrived at its higher figure.
According to Interfax-Ukraine, total expenditures in the draft budget amount to 7.27 trillion hryvnias, while revenues are projected at 5.65 trillion hryvnias. Ukraine’s Accounting Chamber warned of risks associated with the budget’s reliance on borrowing of around 1.5 trillion hryvnias.
Funding gap and parliamentary vote
Kyiv says that without external assistance Ukraine will be unable to finance the war. Prime Minister Serhiy Koretsky told the World Bank, the IMF, the EU, and G7 countries that in 2027 Ukraine will need more than around €46.4 billion in external financing. Nearly €20 billion of that sum is already secured, leaving more than around €29.1 billion still to be found. He estimated the army’s off-budget needs at a further around €40.1 billion. According to the Kyiv School of Economics, as cited by Foreign Policy, the budget deficit for 2027 stands at the same around €29.1 billion.
The parliament’s budget committee recommended passing the bill in its first reading, which is expected around October 28. The committee also proposed increasing payments to military personnel and doubling state guarantees for defense enterprises — to 60 billion hryvnias, around €1.2 billion.
