July 25, 2025The draft memorandums proposed by Russia and Ukraine are diametrically opposed.
This information reported according to Kremlin spokesperson Dmitry Peskov, who stated that there are currently no points of convergence with Kyiv’s position.
“Right now, the approaches to the draft memorandums exchanged during the second round of negotiations are completely opposite. It’s unlikely they can be reconciled overnight. This will require very complex diplomatic work,” Peskov said.
Earlier, the Kremlin cast doubt on a possible meeting between Russian President Vladimir Putin and Ukrainian President Volodymyr Zelensky, explaining that such a meeting would only make sense if it could finalize a resolution to the conflict. Before that, Moscow and Kyiv must develop and formalize all necessary agreements.
“Can such a complex process be completed in 30 days? Clearly, that’s unlikely,” Peskov added.
