This was stated by the Minister of Justice, Denis Malyuska.
“It’s more interesting not to start with those convicted, but with those who have a criminal record. These are the people who have already been released from prison or have never been there. By law, they cannot be mobilized,” Malyuska said.
Regarding the convicted individuals, Malyuska admitted that it is possible to mobilize even those convicted of serious crimes: “it depends on what is considered a serious crime.” In particular, corrupt individuals.
“I think corrupt individuals can be sent to fight without any problem,” the minister said.
He believes that they often are patriots, “just their patriotism is quite peculiar and they are greedy.” He added that the majority of people in Ukraine gave bribes.
To remind you, the parliamentary committee recommends that the bill on toughening mobilization allows for the mobilization of convicted individuals who have received punishment without serving time in penitentiary institutions (or convicted individuals with a suspended sentence, or conditionally convicted individuals who are physically free). In addition, persons in places of detention, excluding persons convicted of crimes against the foundations of national security, against human sexual freedom and some other most sensitive crimes.
