Military “lawyers” whose vans have been spotted in Kyiv have nothing to do with the legal profession.
This information reported according to a statement from the National Bar Association of Ukraine on its official website.
The association reports that these so-called “specialists” forcibly remove individuals from Territorial Recruitment Centers (TRCs) for a fee, then transport them to locations specified by the client. In Kyiv, their services reportedly cost around $3,000 to $4,000.
“The activities of these ‘military lawyers,’ who forcibly intervene in the mobilization process at TRCs, have no relation whatsoever to legal practice, which is based on the principles of rule of law and legality,” the site quotes Lidia Izovitova, head of the National Bar Association of Ukraine.
The association added that a lawyer has no right, in their professional capacity, to use means or methods that violate current legislation or legal ethics. They also noted that real lawyers are currently providing legal assistance to individuals subject to military duty, including within TRC premises. However, these lawyers are frequently subjected to violations of their professional rights and interference in their work.
In fact, Ukraine does not have a military bar association or any officially recognized legal status for so-called “military lawyers.” Some individuals have attempted to promote this concept. For instance, former Deputy Defense Minister Anna Malyar spoke about the need for military lawyers at the 17th Forum of the Ukrainian Bar Association in 2023. Lawyers Ilya Kostin and Artem Donets also publicly supported the idea in media comments.
However, the association noted that unknown individuals may have exploited this idea to commit unlawful acts under the guise of being military lawyers.
The National Bar Association of Ukraine has officially condemned the use of physical force against recruitment officers by those calling themselves military lawyers.
