The number of pensioners in Ukraine fell more in six months than in all of 2025

As of July 1, 2026, Ukraine has 9,976,619 pensioners. In the first half of 2026, their number decreased by 190,500 people — more than in all of 2025, according to Opendatabot.

In the second quarter of 2026 alone, the number of pensioners fell by 74,396. The average pension as of July 1 stands at 7,273 hryvnias (approximately $163).

Nearly a third of all pensioners — 3.2 million people — receive payments above the national average: more than 7,000 hryvnias. Of these, half a million receive more than 20,000 hryvnias. At the same time, every fourth pensioner receives only around 3,500 hryvnias.

Pensioners in seven regions receive payments above the average level. The highest pensions are in Kyiv: 9,901 hryvnias, which is 36% above the national average. In Donetsk region the average pension is 8,990 hryvnias (24% above average), and in Luhansk region — 8,752 hryvnias (20% above average).

In a number of regions, payments are noticeably below average. In Ternopil region the average pension is 5,657 hryvnias — 22% below the Ukrainian average. In Chernivtsi region it is 5,839 hryvnias (20% below average), and in Zakarpattia — 5,918 hryvnias (19% below average).

Every fourth pensioner continues to work: there are 2.8 million such people, or 28% of the total. Their average pension is 7,994 hryvnias.
