27.03.2025 09:40Dmytro Lubinets, the Verkhovna Rada Commissioner for Human Rights (Ombudsman), has published a list of major abuses committed by employees of Territorial Recruitment Centers (TCCs).
The announcement appeared on the Ombudsman’s official Telegram channel.
The list includes the following violations:

Physical violence and occasional beatings of civilians. There are reports of groups forcibly detaining people on the streets, in shopping malls, and near metro stations using excessive physical force.

Assaults on roads. Reports have surfaced of TCC personnel deliberately causing road accidents to forcefully stop cyclists or motorcyclists.

Denial of legal representation. TCC staff have been accused of preventing lawyers from accessing detained individuals, thereby blocking them from exercising their legal rights.

Withholding information about detainees. Families and human rights defenders are reportedly unable to obtain information on the whereabouts of those detained — a direct violation of human rights.

Blocking representatives of the Ombudsman’s Office. Officials from the Human Rights Commissioner’s office have been denied access, preventing oversight and the ability to protect detainees’ rights effectively.

Forced signing of documents. Numerous testimonies suggest that people are being coerced into signing draft notices or other documents without explanation of their content or legal implications.

Unjustified detentions. Cases have been reported where mobilization measures were taken against individuals who had legal grounds for deferral or were exempt from service — including students, people with disabilities, and those caring for critically ill relatives.
Lubinets stated that this section will be included in his report on human rights violations in Ukraine, which he is prepared to present to Parliament. However, he added that he has not yet been invited to do so.
Earlier, the Ombudsman noted that violations by TCCs have become more frequent during the mobilization efforts of 2025.
