According to data from the State Statistics Service, the average salary in Ukraine in 2024 was 21,500 hryvnias (€476). Meanwhile, civil servants’ salaries increased by 40.9%, averaging 54,400 hryvnias (€1,204), according to the Ministry of Finance.
Salaries of ministry and agency leadership increased by 24.5% over the past year, reaching an average of 117,600 hryvnias (€2,604).

The highest salaries are received by officials from the National Energy and Utilities Regulatory Commission (NEURC), the Accounting Chamber, the Secretariat of the Verkhovna Rada, the National Agency on Corruption Prevention (NACP), and the Central Election Commission (CEC), ranging from 217,000 to 280,000 hryvnias (€4,805–6,200).
At the same time, the number of officials has decreased by almost 30%, while the total salary fund has grown to 188 billion hryvnias (€4.16 billion).
It is worth noting that MP Nina Yuzhanina previously stated that the Ukrainian budget plans to allocate an additional 2.7 billion hryvnias (€59.8 million) to increase prosecutors’ salaries and 1.3 billion hryvnias (€28.8 million) for judges. However, salary increases for teachers and medical workers are not planned.
According to the Ministry of Finance, last year the average salary of officials increased by 61%. The highest average salary was in the Antimonopoly Committee, reaching 118,700 hryvnias (€2,628).
