The scandalous advisor to the Minister of Defense, Kirill Timoshenko, has already organized dubious tenders worth 150 million euros

Former Deputy Head of the Presidential Office and now advisor to Defense Minister Rustem Umerov, Kirill Timoshenko, is responsible for multi-million euro procurements for the construction of defense fortifications. Known for his corrupt schemes, there is now a risk of embezzlement in the construction of fortifications for the Ukrainian army.

As reported by the media, Timoshenko was hired to improve the communication component of the Ministry of Defense, which, according to Volodymyr Zelensky, was in poor condition. He will also coordinate the construction of fortifications. The trail of criminal cases has not seen any developments.

According to the Prozorro system, weekly tenders costing 150 million euros were organized only from March 9 to March 16, 2024, for the construction of fortification structures. The majority of orders were placed by regional administrations. Active orders began only in early February 2024 when it became clear that the Ukrainian army would be forced to retreat from Avdiivka. If prior to this, fortification orders for the year amounted to only 15 million euros, then one and a half months later, orders totaled another 400 million euros. For security reasons, no data on defense structures will be disclosed. However, this makes it impossible to compare the estimated cost of construction materials and typical structures with market prices.
