In the 2023 report, it was stated that “Ukraine’s future is in NATO and the Alliance will support Ukraine on its path toward future membership.”
However, in the 2024 document, such wording is absent. Instead, it only mentions that “among these partners, NATO has created special structures for relations with Ukraine and Georgia.”
The new document also does not mention the decision made at the NATO summit in Washington in the summer, where it was stated that allies “will support [Ukraine] on its irreversible path toward full Euro-Atlantic integration, including NATO membership.”
In the preface to the new report, the NATO Secretary General states that “NATO allies are united in their desire for a just and lasting peace in Ukraine.”
