November 1, 2023At the end of 2022, the Ministry of Defense of Ukraine signed ten agreements for the provision of food for military personnel in 2023, totaling 42.05 billion hryvnias. The Accounting Chamber of Ukraine approved the results of the Audit of the Efficiency of State Budget Funds allocated to the Ministry of Defense for the purchase of clothing and food supplies for the Armed Forces of Ukraine.

As noted, the report fully confirms the data from a journalistic investigation regarding the inflation of food prices, which was published in “Dzerkalo Tyzhnia” in January of this year.
The report from the Accounting Chamber was conducted based on a request from the Anti-Corruption Committee of the Verkhovna Rada of Ukraine, headed by Anastasia Radina. It covers the first half of 2023, so it does not include events that occurred after June.
“In late November 2022, the Ministry of Defense informed potential suppliers about planned food service purchases for 2023 and asked for price proposals. In practice, the Ministry of Defense did not monitor food prices and did not independently determine the cost of food services. The expected cost of food sets was calculated mechanically by multiplying the cost of a set from the previous year by the inflation index,” the statement says.
Furthermore, the report indicates that the contracts entered into did not take into account the actual food supply needs of the Armed Forces of Ukraine, as determined by the Logistics Command.
The publication notes that these revelations pertain to the first half of 2023, meaning it concerns the documentation of the Ministry of Defense of Ukraine under the leadership of Alexei Reznikov.
Previously, it was reported that employees of the State Investigation Bureau had accused a former deputy minister of defense of Ukraine and the head of one of the departments in the Ministry of Defense of Ukraine of embezzling more than 250 million hryvnias from the state budget allocated for the purchase of body armor.
