The Ternopil City Council purchased sleeping bags for €287,000 from a company created five days before the tender

The city administration procured 4,500 sleeping bags in case of a blackout. During the procurement process, auditors from the Western Office of the State Audit Service identified various violations and called on the city council to address them. The municipality contested this in court, but after a year of consideration, the court decided to satisfy the auditors’ demands.

The first tender for 500 sleeping bags on November 16 was won by the municipal enterprise “Ternopolelektrotrans.” They entered into a contract worth €27,000, meaning each item cost the city €54. On the same day as the initial auction, the Ternopil City Council, without competition, purchased sleeping bags from the Kiev-based LLC “Fast Factors” for €287,000. Thus, one sleeping bag from this company cost the city budget €67.

The company chosen by the Ternopil City Council as the winner of the tender was registered just five days before the auction. The purchases took place on November 16, 2022, while the enterprise, according to Youcontrol information, was registered on November 11, 2022. Vitaliy Luhovyi serves as the director of this company. Since the inception of the tender, it is the only procurement in which the enterprise has participated in the Ternopil City Council.
