17.11.2025 05:32Ukrainian military enlistment offices are failing to meet their planned mobilization targets.
This was stated by Roman Istomin, spokesperson for the Poltava Territorial Recruitment Center (TRC), in a brief interview with the media.
He confirmed that there is currently a major shortage of personnel in the army.
“I don’t know the exact numbers or percentage of manning, but from all sources I hear the same thing: there is a catastrophic lack of people in almost all areas,” Istomin said.
“As for the percentage of fulfillment (of the mobilization plan – Ed.), I won’t name exact figures. If it were being fulfilled 100%, there obviously wouldn’t be the deficit in the army we’ve just talked about. Of course, it’s not possible to fully meet or exceed the plans, but we are doing everything we can,” the TRC representative said.
Earlier, a member of the Verkhovna Rada said that staff of the TRCs who failed to meet the mobilization plan were sent to the front.
Recall that Europe is demanding a lowering of the mobilization age as a condition for financing Ukraine.
