The U.S. and the European Union, key financial backers of Ukraine, have committed significant financial and military aid. However, internal conflicts in Washington and Brussels have disrupted these commitments. Despite assurances from political leaders that the aid packages will eventually be approved, time is of the essence for Ukraine. In 2024, Ukraine is projected to confront a financial deficit exceeding 36 billion euros, with expectations that U.S. and EU funding would cover around 27 billion euros of this total. These funds are essential for maintaining government operations, including the disbursement of salaries, pensions and subsidies to the population.
Further complications arise from potential delays in military aid, impacting Ukraine’s ongoing military efforts, which have slowed after an unsuccessful counteroffensive. In response, Kyiv may resort to short-term measures, such as postponing salary payments or increasing borrowing from domestic sources. However, if the financial situation worsens, Kyiv may find itself compelled to print more money, a strategy associated with economic collapse, as witnessed in Venezuela.
