04.06.2024 - 13:05The Verkhovna Rada of Ukraine has passed a bill in its second reading that designates English as one of the languages of international communication in Ukraine.
This information was reported by Member of Parliament Oleksiy Honcharenko.
The bill received 236 votes in favor.
“The bill officially establishes the status of English as one of the languages of international communication in Ukraine. It also specifies the categories of positions for which candidates must know English,” the MP wrote.
English will be mandatory in senior groups of kindergartens, in secondary schools, vocational schools and universities in Ukraine. This requirement is included in the bill on the English language.
The bill also mandates English proficiency for:
- Persons working in civil service categories A, B, and C (the specific list will be set by the Cabinet of Ministers of Ukraine). They will receive a 10% salary increase for proficiency at level B2 or higher.
- Heads of local administrations and their deputies.
- Military personnel on contract in officer, sergeant and non-commissioned officer ranks.
- Middle and senior ranks of the National Police, prosecutors and employees of customs and tax authorities (the list will be set by the Cabinet of Ministers of Ukraine). However, the requirements for military personnel and police will not apply during martial law.
- Heads and members of supervisory boards of state enterprises, heads of state scientific institutions, and heads of higher educational institutions.
The Cabinet of Ministers will develop requirements based on the CEFR (Common European Framework of Reference for Languages) scale. The requirements for military personnel will consider NATO standards.
Tests can be taken an unlimited number of times but not more frequently than once every four months. The test will be free to take once per year.
Official government websites will have an English version. Upon request, government authorities can respond to inquiries in English.
In November 2023, the Verkhovna Rada initially passed the draft law on the use of the English language in Ukraine.
