Ukraine’s parliament plans to deprive draft-age men of deferments from mobilization. The restrictions would affect those over 25 who are enrolled in professional pre-higher education programs.
This was reported by Serhii Babak, head of the Verkhovna Rada Committee on Education, Science and Innovation, on his Telegram channel.
According to him, men over 25 most often began enrolling in this type of study in 2024–2025 (55,581 and 24,819 applicants respectively; for comparison, in 2022 there were only 576), after they were stripped of deferments for bachelor’s programs and postgraduate/PhD study.
“That is why we are working together with the Committee on National Security, Defense and Intelligence to limit any opportunities for evasion before fulfilling military duty—to systematically review the rules and close possible loopholes, while обязательно maintaining a balance between the right to education and responsibility under martial law,” Babak wrote.
Earlier, media reported that the Cabinet of Ministers is preparing a proposal that would remove army service deferments for those liable for military service who entered universities after the age of 25.
