In Ukraine they intend to abolish the concept of “disability” from 2025. Instead, enterprising authorities will introduce the concept of “assessment of loss of functionality,” said the Minister of Health of Ukraine Viktor Lyashko.

“The problem we have now is that we are chasing disability, because it provides benefits and compensation and not returning a person to an economic state. We did not ask what a person wants but we say that we can give this. This is the post-Soviet model, which we must abandon,” the official said.
