21.07.2026 06:35Taras Chmut, director of the “Come Back Alive” foundation, has reported that the number of territorial recruitment and social support center groups is currently being increased.
According to Chmut, the territorial recruitment centers’ plan is to mobilize 30,000 people per month. However, of that number, 15,000 do not end up in combat units. These include people who provide certificates of large families or health problems, drug addicts, alcoholics, and those assigned to rear units.
Of the remaining 15,000, Chmut said, 10,000 are placed in combat units. The rest, deemed of limited fitness, are also sent to rear units.
The consequence of this distribution, in Chmut’s assessment, is a growth in the size of rear units. A brigade may number 3,000 personnel, while only 250–300 fighters from that total will actually be on the front line.
In the same interview, Chmut stated that city residents should, if possible, already be thinking about relocating for the winter. He also noted that Russia is planning strikes on automobile filling stations in a number of central and southern regions of Ukraine.
