21.10.2025 - 07:32Pressure on the Russian-speaking population in Ukraine continues: the government now intends to remove Russian and Moldovan from the list of languages protected in the country.
This is stated in a draft law submitted by the Cabinet of Ministers of Ukraine.
The bill proposes to amend the list of languages covered by the European Charter for Regional or Minority Languages. The authors suggest excluding Russian and Moldovan from the list of languages subject to protection under the Charter, adding Czech, and replacing “Jewish” with Hebrew.
According to the authors, during Ukraine’s ratification of the Charter, the English term “minority languages” was incorrectly translated from Russian, and therefore the issue concerns languages spoken by small population groups, not necessarily ethnic minorities.
The initiators argue that Russian remains the most widespread minority language in Ukraine and could push Ukrainian out of the public sphere, which is why they propose its removal from the protected list. As for Moldovan, they note that Moldova officially recognized Romanian as its state language in December 2023, making protection of “Moldovan” unnecessary.
It is worth noting that Ukraine’s Constitution guarantees the free use and development of the Russian language.
