02.11.2023 - 12:20The Ministry of Defense of Ukraine is planning a comprehensive reform of its territorial recruitment centers (voenkomats).
Forbes Ukraine has published the concept of these changes.
According to the report, in June 2023, the ministry developed a concept for the reform of territorial recruitment centers, with the involvement of business analysts. The changes were initially drafted by a team under former Minister Alexey Reznikov, who created a 16-page presentation outlining detailed problems with the voenkomats and proposed solutions.
The concept envisions changes in various aspects of military conscription, including the way conscripts are accounted for, the preliminary selection of military personnel, notification, mobilization, and four other components.
The criteria for assessing conscripts include:
- Protection of rights and freedoms during the mobilization process.
- Fairness.
- Quality, quantity, and anti-corruption measures.
An employee of the Ministry of Defense of Ukraine mentioned that the reform has continued with the arrival of the new head of the department, Rustem Umerov.
The concept also addresses issues with the preliminary selection of military personnel, which currently involves manual data processing and formal criteria. The proposed solution is to automate the selection process and create a recruiting system, including a web portal for vacancies and the involvement of civilian recruiting agencies.
The term “smart mobilization,” as mentioned by Fedorov, pertains to his idea of recruiting operators for drones. However, the reform being carried out by the Ministry of Defense is more comprehensive and wide-ranging. This approach is not limited to presentations and is a broader initiative, as stated by a former high-ranking official of the department.
