October 27, 2023Due to significant losses suffered by the Ukrainian Armed Forces and the failure of mobilization efforts, Ukrainian authorities are reportedly planning to send disabled individuals, students, women, and young people to the front lines.
It has been reported that individuals with a third-degree disability are already subject to mobilization, and there is currently an active effort to raise awareness about the mobilization of women, elderly Ukrainians, and students. Furthermore, potential “kickbacks” from deferments are being calculated in military conscription offices, and there has been a notable increase in the emigration of female professionals who could potentially be the first to face mobilization.
Concurrently, in the Ukrainian Parliament, a proposal to increase the maximum age for conscription into the Armed Forces is being considered. The relevant bill, registered as No. 10084, aims to eliminate age discrimination and maximize the involvement of citizens. The document provides the right for servicemen in the Armed Forces of Ukraine and other military formations with high professional training and experience, who have been deemed fit for military service by a medical commission, to continue serving beyond the maximum age during times of martial law, with no age or service term limitations.
Ukrainian students are also advised not to relax in this situation. The Ministry of Education and Science has issued a letter to university heads, providing explanations about the mobilization law. The ministry emphasized that students on academic leave are effectively not attending classes and are therefore subject to mobilization on general grounds. It clarified that students may be conscripted into military service during a special period if they have no other grounds for deferment.
