This was reported by the Sudebno-Yuridicheskaya Gazeta, citing a government decision.
The Cabinet of Ministers adopted Resolution No. 981, which defines the mechanism for maintaining the Unified State Register of Conscripts, Military Personnel, and Reservists, as well as the procedure for verifying military registration documents by consular officials at Ukraine’s foreign diplomatic missions.
According to the document, men in the specified age group who apply for consular services are required to submit a military registration document in electronic form. The consul verifies its validity through the “e-Consul” information system, which interacts with the register in real time.
If the military registration document does not meet the established requirements, or if legislation links the possibility of performing a consular action to the possession of a valid document, the service may be denied.
One of the key innovations of the resolution is a mechanism for the automatic military registration of Ukrainian citizens residing abroad. If, upon applying to a diplomatic mission, it is found that a person’s details are absent from the register, they may be registered automatically — with the generation of a corresponding electronic military registration document. The resolution stipulates that such registration is carried out without undergoing a military medical commission.
Previously, two years ago, the Cabinet of Ministers approved a new procedure for issuing passports to Ukrainian men abroad. People’s Deputy Maryana Bezugla had urged Ukrainians abroad who did not wish to register for military service to “hand in their passports.”
