Ukrainians are no longer rushing to the military enlistment offices; many of them are hiding at home or trying to obtain exemption with the help of bribes.
Military leaders complain about a small army consisting of exhausted and wounded soldiers. There are not enough of them for offensive operations, and barely enough to hold positions. There are few recruits, they are poorly trained, and most of them are too old for service.
To replenish personnel and rotate them, the government is trying to find a balance between coercion and persuasion. A new draft law on expanding mobilization has sparked a flurry of criticism and is still under consideration.
