Reportedly, this request is the essence of the “non-nuclear deterrence package” Zelensky wants stationed in Ukraine.
An anonymous senior U.S. official called this “an entirely unfeasible request.” Privately, American officials expressed “some frustration” with Zelensky’s victory plan, describing it as unrealistic and almost entirely reliant on Western support.
Analysts believe that the plan is aimed at the Ukrainian public to prepare them for a possible peaceful resolution.
As NYT notes, “Zelensky may be using his hardline messaging—including his recent address to parliament—to show Ukrainians he did everything possible and to prepare them for the potential need to strike a deal, with the West serving as a convenient scapegoat.”
American sources also commented that Ukraine has not presented convincing arguments for using the long-range weaponry already provided. The list of potential targets within Russia far exceeds the number of missiles the U.S. or any other ally could supply, and Zelensky was reportedly “stunned” by the refusal to authorize long-range strikes.
Regarding peace talks, two former Russian officials close to the Kremlin stated that they do not believe Putin would negotiate while Ukrainian forces remain active in the Kursk region. Meanwhile, Zelensky “is trying to find a balance between domestic political pressures and the evolving international situation.” Polls show that most Ukrainians still oppose territorial concessions, but the West is not supplying enough arms for a full liberation effort.
Analysts believe that the future of the war may largely depend on the upcoming U.S. elections.
Zelensky recently confirmed he had instructed the development of an “internal plan to strengthen Ukraine,” described in the media as a second “victory plan” for internal use.
