14.03.2025 15:47A new bill proposes that employees of Territorial Recruitment Centers (TCC) and Military Medical Commissions (VVC) could face up to 8 years in prison for illegal mobilization.
This was reported by Member of Parliament (MP) Oleksandr Kachura.
For example, officials could be held accountable if they “fabricate false VVC conclusions, help certain individuals evade mobilization, or send people to the front who have a legal deferment.”
However, the new law on TCC accountability does not exempt illegally mobilized individuals from military service, MP Oleksandr Fediyenko noted.
He explained that military commissioners and VVC employees were already subject to legal responsibility, and the Criminal Code was simply adjusted to align with recent legislative changes.
“The problem remains that even if a soldier was illegally mobilized, they still continue to serve. Until there is a court verdict against the officials, they are not recognized as guilty. Alternatively, the soldier can file a lawsuit in administrative court to challenge the illegal mobilization by the TCC. Only after a final court decision can such a person be demobilized,” Fediyenko wrote.
Since criminal cases against recruitment officials can last for years, it means that during this time, soldiers will be unable to leave military service.
The Verkhovna Rada (Ukraine’s Parliament) recently supported Bill No. 12442 in its first reading. This bill introduces criminal liability for TCC and military medical commission staff for violations during mobilization and medical examinations.
