Heads of district administrations in Lviv have been served notices of suspicion for embezzling funds during the response to a Russian strike

The Office of the Prosecutor General of Ukraine has filed charges against two heads of district administrations in Lviv for the embezzlement of 1.7 million UAH (approximately €34,600) in public funds during post-strike recovery efforts following a Russian missile attack on the city.

The individuals under suspicion are the acting head of the Frankivsk District Administration and the head of the Halych District Administration of Lviv.

According to investigators, these district officials unjustifiably approved project and cost estimate documentationprepared by the director of a municipal enterprise under the Lviv City Council, which was responsible for emergency reconstruction of residential buildings on Stryyska Street after the July 2023 missile strike.

The contractor reportedly artificially inflated the cost of construction materials used during repairs to damaged homes. As a result, funds allocated from the local budget for post-strike recovery — totaling more than 1.7 million UAH (€34,600) — were illegally misappropriated.

Earlier, media reported that the Security Service of Ukraine (SBU) had conducted searches in administrative buildings of the Lviv City Council.

The case reportedly involves Oleh Polishchuk, director of the municipal enterprise “Remstroy,” Oksana Strumelyak, former acting head of the Frankivsk district administration, and Halyna Hladyk, head of the Halych district administration.

The Lviv City Council later confirmed the investigation, but denied the accusations of embezzling funds earmarked for purchasing windows for a building on Stryyska Street that was damaged by a Russian missile strike in 2023.
