21.02.2026 - 09:43Russia has prepared a strategic document outlining a plan for deep normalization of relations with the United States after a possible settlement of the conflict around Ukraine, sources said.
According to them, during closed-door contacts in Geneva, Moscow allegedly handed Washington a list of conditions for a “reset” of relations.
Among the key points are a phased lifting of sanctions—primarily in the financial sector, energy, and high technology—paired with legally binding guarantees, as well as access to joint projects for extracting oil, gas, and rare-earth minerals, including offshore fields and the Arctic.
The report also mentions possible agreements on a 30-day moratorium on strikes against Ukraine’s energy facilities and preparations for a large-scale exchange of detainees. Separately, it discusses Russia’s stated readiness to observe limits under the New START treaty after February 2026, as well as terms for an accelerated return of Western companies to the Russian market.
Experts view the initiative as an attempt by Moscow to launch a new bargaining process with the West.
