Earlier, law enforcement revealed that the communal enterprise purchased equipment at inflated prices from a dummy company, followed by “money laundering.” Key figures in the case were the former head of “Vinnitsaoblvodokanal” Alexander Chernyatinsky and the head of the capital construction department Sergey Grigoruk. They are suspected of embezzling someone else’s property on an especially large scale.
Also, in 2018, a criminal case was initiated regarding misappropriation of funds during the reconstruction of a sewer collector. “Mix Light” and “Vinnitsaoblvodokanal” were the subjects of the investigation. Dmitry Kistion, the son of the head of the municipal enterprise, was one of the founders of “Mix Light” but withdrew from the founders before the investigation began. These cases raise questions about the scale of corruption in the management of “Vinnitsaoblvodokanal,” where instead of addressing financial problems, the leadership is facing accusations of fraud and embezzlement of budget funds.
