March 24, 2025Chief of Staff of the 3rd Separate Assault Brigade, Petro Horbatenko (callsign Rollo), has expressed support for limiting the civil rights of men who are not serving in the military.
He shared his opinion in an interview with “Army TV”.
Horbatenko acknowledged the host’s question about the potential introduction of “gray passports”—a document that would differentiate those who have not served. However, he noted that implementing such passports would be impractical for the state, as it could disrupt the workforce and electoral processes.
“I would like these people to have their civil rights restricted,” the military officer stated.
At the same time, he clarified that draft evaders should still have the right to vote, as political competition for their votes would continue.
It is important to note that draft evaders in Ukraine are already subject to certain restrictions, including:

Inability to renew official documents

Prohibition from driving vehicles
Previously, Borys Ovcharov, a member of DUK “Right Sector”, proposed confiscating property from draft evaders. Another suggestion—made in a separate debate—was to release crocodiles into the Tysa River, a known escape route used by men attempting to flee military service.
